Wolters Kluwer Project Manager interview questions

It was two rounds. First one with a technology manager and then with the Division Head. The first round was phone screen. the second round was in-person at their NY City Office.

Interviewed with the immediate manager, team of 3-4 and the director. Problem is while I sucessfully went through 5 phone interviews. They completely ghosted me. They said they were working on the money for the position and that they wanted to hire me. Why wouldn't you have this secured before and why not just tell me you couldn't hire me because you didn't do your due dilligence. Will not apply for again.
