Software Development is completely outsourced to companies who don't care about quality. The only people in the IT department are those so called scrum masters and a complex hierarchy of managers - who have never written a single line of code in their career, but ironically very competent with agile practices! I still wonder how an IT department can function without any sound techies in the team? They do have a bunch of hybris architects who are busy creating PPTs on a windows pc
