Job security is still there. There is always work to do.

Cons

Where to begin? Old fashioned and extremely bitter operational management. Hardcore union environment. No respect to supervisors. 60 hour workweek is normal and expected. Each district is its own company, with no chance to move between them.

Cons

Management rewards failure by moving people around into better positions. Successful supervisors are kept in the worst assignments without advancement. You can be held up from transfering to other opportunities if your supervisor or manager does not want to lose you as an employee.
