More clear rise if you get promoted.
Cons
If you fulfill your duties and are not promoted, you get only a ~2-3% rise. To get 6-9% rise you need to do "Breakthrough". But quota for that kind of performance outcome, according to internal information, is very rare (1-2 people in 100-150 departments). So, most of the people will get only a minimal rise despite the increased workload due to reduced headcount.
