-Incompetent/lazy line managers are allowed to coast and do the bare minimum knowing the next inevitable reshuffle will see their dead wood dumped on another line manager who will have to start from scratch with an individual who should've been managed out long ago
-Sketchy, sporadic communication from senior management.
