Pros
There are lots of opportunities for advancement… processes and governance issues are always changing... projects with a mandate and clear goals are numerous and ever changing so people with various project management skills (or lack thereof) can find fertile ground to add success stories to their resumes.
Cons
Too many changes for too long a time have left the company with a staff that is less than 100% motivated to believe in the next leader, project, or process that has 'top priority'. After all, most people that have been there for more than 18 months understand that their job is on the line - always. An old boys network protects the interests of the network, and this is very difficult to break in to.
